"Sky City receives more precipitation from fog than any other city on its home planet. Seen here as the frothy mist rolls in from a warm, shallow sea, it douses inhabitants almost continuously between sunrise and sunset. The high winds die down during the evening, making it possible to once again do such basic activities as writing on dry paper, blow-drying one’s hair, and using electrical equipment. Much effort has been spent to divert the banks of fog, but no modern technology can stop it, short of building a 100-meter fence for twenty kilometers in each direction. The argument for and against continues daily in the public square, under very large umbrellas."
